1. The General Information:

Heyuan Municipality was approved by the State Council to have been established as a district level municipality on Jan 7, 1988, and it administrates five counties and one district including Yuancheng District, Dongyuan, Longchuan, Zijin, Lianping and Heping County. Heyuan city is situated in the northeast of Guangdong province, the upper reach of Dongjiang (the East River), neighboring the Huizhou city in the south, Ganzhou city of Jiangxi Province in the north, Meizhou city in the east and Shaoguan city in the west. It covers from East Longitude 114°14'　to　115°36', North Latitude 23°10' to 23°27'. The total area of Heyuan Municipality is 15,800 square kilometers. Heyuan is the inhabitation center of the Hakka people in Dongjiang River area, including five nations, with the Han nation as the majority, and some minorities such as the She, Chuang, and Miao nations. There are 470,000 overseas Chinese whose roots are in Heyuan, and who are mainly living in Southeast Asia, the USA, Canada, and Australia. There are 280.000 Heyuan fellowmen in Hong Kong, Macau and Taiwan, and 13,000 returned overseas Chinese.

2. Organizational Structure:

There are Political Office, Command Center, Criminal Police Detachment, Patrolman Detachment, Traffic Police Detachment, Police Officer Training Office (All the above units are of an official level of deputy director), Domestic Security Detachment, Economic Crime Investigation Detachment, Operation Technical Support Detachment, Detention House, Compulsory Rehabilitation Center and twenty functional sections (including the six sections in the Political Office and the Command Center) in the Bureau.

3. Main Functions and Duties:

The Heyuan Municipal Public Security Bureau is one of the component departments of the municipal government in charge of the city’s public security work. It bears the working functions and duties under the leadership of the CPC municipal committee and the municipal government of the Heyuan city and the Guangdong Provincial Public Security Department:

1. To implement and carry out the state’s relevant guidelines, policies, laws, regulations and rules with respect to public security work, to make arrangements and deployments on relevant public security work, and to direct and check the implementation of such work.

2. To maintain social security orders, to learn about, analyze and predict new conditions and problems in social security, and to provide important information on social security to the CPC municipal committee, the municipal government and the provincial public security department and propose responsive measures.

3. To direct the organization building of the public security organs and the team building of the public security police forces, to administrate relevant cadres in accordance with the stipulated authorities, and to take in charge the building and leading of firefighting forces and the coordination and leading of the armed police forces, in the entire city.

4. To direct and take in charge the investigation and solving of the cases, criminal cases and cases of economic and financial crimes that cause jeopardy to national security and to organize and coordinate the investigation, solving and handling of major cases, incidents and public security disasters and accidents.

5. To direct and manage entry and exit work and relevant administration work with respect to the foreign citizens’ stay and travel within the precinct of the Heyuan municipality and to crack down and prevent illegal and criminal activities that jeopardize border (or frontier) jurisdiction order.

6. To manage, direct and maintain road traffic safety and traffic order and the administrative work with respect to vehicles and drivers.

7. To direct, supervise and conduct in accordance with the law the investigation and punishment of the conducts that endanger or damage social security orders and to administrate in accordance with the law permanent resident registration, resident identification card, guns and ammunitions, controlled knives, hazardous materials and special trades.

8. To take in charge the administration of the security guard industry and supervise the implementation of the Regulations of the Guangdong Province on Security Guard Service.

9. To direct and supervise firefighting work.

10. To direct and take in charge the management of detention houses.

11. To direct and supervise the security work of government organs, social organizations, enterprises and institutions, the building of security units in enterprises and institution, and the building of economic policeman forces.

12. To organize and implement the security work for the CPC and government leaders of the Heyuan municipality, important foreign guests and main provincial CPC and government leaders.

13. To organize scientific research work in the area of public security, to plan the development of the technologies in public security communication and information network, criminal matters, and police operations, and to provide services in information, technology, logistics and equipment for county and district public security organs.

14. To direct, inspect, supervise and urge the law enforcement activities of the public security organs at various levels, to organize and direct the supervisory work on public security organs, to implement the supervision over police officers in accordance with stipulated authorities, and to investigate, punish and supervise the investigation and handling of major disciplinary offences in the public security forces.

15. To take in charge the security supervision work on public information network.

16. To direct the public security work in the industrial sectors of railway and forest and in enterprises.

17. To undertake and handle other matters assigned by the municipal people’s government and the provincial public security department.
